Chloe Jones, born Melinda Dee Jones on June 17, 1975, in Silsbee, Texas, grew up in a middle-class family as the youngest of three daughters to Donna Jones and her late husband, who died in a car crash in 1982. Of Caucasian descent, she graduated from Silsbee High School in 1994 and moved to California with $400 to pursue acting. Initially working in mainstream projects, she appeared as an extra in Baywatch, comedy shows, and films with Anna Nicole Smith and a Marilyn Monroe project. She transitioned to nude modeling, becoming Penthouse Pet of the Month in April 1998 and appearing in Hustler, Vanity Fair, and Swank. Jones didn't have an interest in adult movies and was more interested in being the next Pamela Anderson, but New Sensations offered her a massive deal in 2001. She agreed to star in 4 movies over the next two years. New Sensations billed her as "the next Jenna Jameson". After her contract ended, she signed with Vivid Entertainment in February 2003, though her Vivid contract lasted only five months due to reported issues with prescription drug use.
